A leading writer of the Tang Dynasty(618-907)Liu Zongyuan, related how in Sichuan Province In southwest China it was cloudy and foggy most of the year. The sun was hardly eversee. So if the sun came out, the local dogs would feel that something strange was happening, and barking loudly.
This idiom is used to indicate being surprised at somthing normal, due to one"s ignorance.
